Dear Friends!

We all are the small units of civilized International society, and every civilized society needs equal rights for every one, and Human Rights are universal interdependent and indivisible, The moral duty of every unit of International society is to promote the awareness of human rights specially for those who have out of civilization and education. We people of this world are interdependent in every field of life, if we want to save this beautiful globe and nice universe we must save each other by creating the sacred home of human dignity, and the human dignity is the real name of human rights. If we belong to international society and proved ourselves as civilized human being that we must create peace, security and stability, without it, we can’t achieve the goals of universal human rights for Supreme Being.

Human Rights are the expression of those traditions of tolerance in all religions and cultures that are the basis of peace and progress. Tolerance and mercy have always been in all religions, existing cultures, ideal government rules, and human behavior, today, we call these ideals human rights.

In this male dominated society, a woman is in four relations and four images, these are mother, sister, wife and daughter, if any one who destroys any of these precious relations or damage the concept of respected images, then we should not be called human being. If a woman, a beauty of universe, a weaker sex, is ill treated and violated by male persons, it is a shame for all of us as Supreme Being of universe.

The struggle for universal human rights has always and everywhere been the struggle against all forms of tyranny and injustice –against women, against children, against colonialism, slavery, apartheid and terrorism.

Dear Friends!
We have now International Human Rights Commission, who look after and supervise on the rights of all mankind, in international perspectives. You people of all over the world must realized that The Human Rights are your rights, seize them defend them promote them understand them and insist on them, nourish and enrich them. This is in your hands. It is also very clear for us, Give them life or not.

OPENING DECLARATION


In this Constitution and in all other official documents, the International Human Rights Commission is also referred to as ‘the IHRC’ or simply as ‘the Organization’.


Par. (1) Origin

By means of appropriate instruments attached hereto, several Organizations have approved the present Constitution and secured participation in the International Organization defined hereby.


Par. (2) General Declaration

The Participating Parties,
HAVE reaffirmed their commitment to the purposes and principles of the Charter of the United Nations and their desire to respect & protection of Human Rights; and
ENDEAVOUR to promote the respect of Human Rights & Peace, while taking into account the social, economic, legal, ecological, educational, ethical and spiritual dimensions of this goal; and
ARE AWARE that pluralism endows individuals, as well as national and international organizations with distinctively different tasks and mandates that cannot be subsumed by others;

ARE RESOLVED to unite their efforts to secure within the international community a high level of cooperation and responsibility on issues related to Human Rights, Peace , Peace Keeping and Disarmament, Social Development, Education, NGO Networks, Environment, Youth, Health, the Empowerment of Women, Media, Democracy and Social Development;, and

RECOGNIZE that a meeting place for reflection and dialogue is needed to create a common voice for the affirmation of Human Right and sound Sustainable Development principles which take into consideration the multifaceted dimension and complexity of this issue; collectively

Par. (3) ESTABLISHMENT AND STATUS

HAVE AGREED that the International Human Rights Commission (IHRC) is hereby constituted and established as an "International Organization" with full jurisdictional power, identity and ability as may be necessary to exercise its functions and fulfill its objectives, inter alia, with the capacity to:

a. Acquire and dispose of real and personal property;
b. Create and enter into contractual and other types of agreements;
c. Employ persons and accept seconded personnel on loan;
d. Institute and defend in legal proceedings;
e. Invest money and property of the Organization; and
f. Take any lawful or considered actions necessary to accomplish the objectives of the Organization.

The legal "Headquarters" of the Organization shall be in the Islamic Republic of Pakistan, the "International Secretariat" shall be in the Lebanon and the "World Chairman Secretariat" shall be in United Arab Emirates or in Islamic Republic of Pakistan (or any other county as the World Chairman thinks fit) unless the participating Members or the Supreme Council decides to relocate the Organization elsewhere. The Organization may establish offices and regional headquarters in other locations as required supporting its activities, goals and objectives.

TO THIS END THEREFORE, the Participating Parties enable the Organization to serve as an International Forum and Instrument to protect the Human Rights according to Universal Declaration of Human Rights passed by United Nations Organization on 10th December 1948 and sustainable economic development, disaster relief, educational access, and Peace Maker.

Par. (3) MISSION

The Mission of the International Human Rights Commission shall be to:

a. Facilitate the creation of cooperative networks and economic development programs enlisting and involving financial institutions, traditional and alternative energy producers, private enterprises, diplomatic representations, universities, governmental bodies and other concerned parties;
b. Promote human rights peace, gender equality, health, equality, economic development and educational access, awareness regarding the rights of women, children and youth in developing nations and wherever needed;
c. Broaden the understanding of sustainable economic development and promote the implementation and dissemination of norms, rules and guidelines that apply to this field;
d. Assist developing nations by identifying and retaining businessmen, professionals and scholars willing to act as Human Rights advisors to their diplomatic and consular network;
e. Develop, establish and maintain 'Sister' relationships with institutions and likeminded organizations located in high GNP countries and developing countries.
f. Strengthen and support to all Nation's capacity to engage in Sustainable Development through educational access, relief programs, ecological and bioethical reflection and action, while taking into consideration the traditional social and cultural values of each Nation;

1st AMENDMENT - 1999


The following is the full text of the 1st Amendment of 1999 to the Constitution of the International Human Rights Commission, promulgated on 20th November 1999 by the Supreme Council its session held at Rome (Italy).
PROCLAMATION On 20th November 1999, The Supreme Council adopted and proclaimed the 1st Amendment of 1999 to the Constitution of Commission. Now, therefore the Supreme Council proclaims this amendment to introduce new Article in to the Constitution of the Commission.
ARTICLE 18-A, THE AMBASSORS OF IHRC (Clause –1) The World Chairman shall in his / her direction appoint the Ambassador of IHRC in each country of the world as the Constitutional Head and highest diplomatic ranking official of the Commission, who shall represent the Commission in the respective country.
(Clause –2) The Ambassadors shall hold the office during the pleasure of the World Chairman and shall be entitled to such privileges as World Chairman may determine.
(Clause –3) The World Chairman may make such rules, as he / she thinks fit for the discharge of the functions of an Ambassador.
(Clause –4) The Ambassadors shall present his / her status reports time to time and annually to the World Chairman. These reports shall include the activities of the Commission and all members.
(Clause –5) In exercise of his / her function, The Ambassador shall act in accordance with the advice of Head Quarters and; he / she is answerable before The World Chairman.
(Clause –6) Notwithstanding anything contained in the Constitution or any other law, The Ambassador shall act in his / her discretion in respect of any matter in by the constitution to do so and validity of anything done by the Ambassador in his / her discretion or on the orders of World Chairman shall not be call in question on any ground whatsoever in front of any court of law and authority.
(Clause –7) Notwithstanding anything contained in the Constitution and any other law, The Ambassador may also dissolve, dismiss or terminate the Country Chief or his / her cabinet in his / her discretion or by the order of World Chairman (in case of State or Province, The Provincial or State Ambassador as the Provincial or State President shall use the same power’s).
(Clause –8) Notwithstanding anything contained in the Constitution or in this amendment or any other law, The World Chairman can dismiss, terminate, or remove the Ambassador/ of IHRC or State Ambassador at any time without any notice.
(Clause –9) Notwithstanding anything contained in the Constitution or in this amendment or any other law, The World Chairman can appoint leaders & People as the Ambassadors of Goodwill for Peace, Humanity & Human Rights, Women Development and Empowerment, Youth Development, Children Affairs, Cultural Affairs, Interfaith Harmony and Dialogues, International Peace efforts or mediation for conflicts etc… from all walks of life, dedicated to building a worldwide community of peace through applying the principles of peace and representing the religious, racial and ethnic diversity of the human family, as well as all disciplines of human endeavor. They stand on the common ground of shared principles and are committed to the path of promoting reconciliation, overcoming barriers, and building Peace, advocating the principles of Universal Declaration of Human Rights, Empowerment and Development of Women, Children & Youth.
(Clause –10) The Ambassadors of Goodwill shall hold the office during the pleasure of the World Chairman and shall be entitled to such privileges as World Chairman may determine time to time.
ARTICLE 18-A TITLE AND COMMENCEMENT (Clause –11) This Amendment shall be known as the 1st Constitutional Amendment of 1999 of the Constitution.

2nd AMENDMENT – 1999


The following is the full text of the 2nd Amendment of 1999 to the Constitution of the International Human Rights Commission, promulgated on 20th November 1999 by the Supreme Council its session held at Rome (Italy).
PROCLAMATION
On 20th November 1999, The Supreme Council adopted and proclaimed the 2nd Amendment of 1999 to the Constitution of Commission.
Now, therefore the Supreme Council proclaims this amendment to introduce new Article in to the Constitution of the Commission.
ARTICLE. 25-A.
CONSTITUTIONAL ORDERS (Clause 1) The World Chairman may, except when the Supreme Council is in session, if satisfied that circumstances exist, which render it necessary to take immediate action, make and promulgate the Constitutional Order as the circumstances may require.
(Clause 2) The Constitutional Order promulgated under this Article shall have the same force and effect as an Amendment of the Supreme Council or General Assembly of the Commission.
(Clause 3) No amendment, addition, omission and constitutional order of the World Chairman, General Assembly, Supreme Council, Council of Founders in to the Constitution of Commission shall be called in question in any Court, in any Country or State, before any Authority, on any ground whatsoever.
(Clause 4) For the removal of doubt, it is hereby declared that there is no limitation whatever on the power of the General Assembly, Council of Founders, Supreme Council and the World Chairman to addition or omission or modification or to amend any of the provisions of the Constitution.
ARTICLE 25-A

CONSTITUTIONAL ORDER NO: 1/2012


The following is the full text of the Constitutional order No.1 of 2012 promulgate by the World Chairman into the Constitution of the International Human Rights Commission as Article 25-B, promulgated on 4th day of October, 2012, under the powers conferred by the Constitution of Commission under Article 25-A of the 2nd Amendment of 1999.
ARTICLE 25-B ESTABLISHMENT OF THE COUNCIL OF INTER-GOVERNMENTAL RELATIONS On 20th November 1999, The Supreme Council adopted and proclaimed the 2nd Amendment of 1999 to the Constitution of Commission.
Now, therefore the Supreme Council proclaims this amendment to introduce new Article in to the Constitution of the Commission. .
ARTICLE. 25-A. CONSTITUTIONAL ORDERS (Clause –1) The Council of Inter-Governmental Relations shall consist of 9 Permanent and 5 Non-Permanent members nominated by World Chairman. The permanent members shall be life members of the Commission and act on their discretion to achieve the goals of manifesto.
(Clause –2) The Council shall be a permanent, advisory and in emergency Supreme institution of the Commission for the dialogues and negotiations with the States, Nations or Organizations as the Participating State or Member of the IHRC or Host Nation. The Council is responsible to redraft the Constitution of Commission as the “Intergovernmental Organization”. The Council will invite states to sign the Agreement Pertaining to the Programs and Statutes of the International Human Rights Commission.
(Clause –3) Notwithstanding anything contained in the Constitution and any other law, Dr. Muhammad Shahid Amin Khan shall become the Chairman of the Council and General (R) Émile Jamil Lahoud, Former President, Republic of Lebanon as the President of the Council on the day as notified by the World Chairman through the Constitutional Order and shall hold the office for lifetime according to this clause and article. There shell be the co- president, Senior Policy Advisor, Secretary and 4 permanent Members and 5 Non-permanent of the Council appointed by the Chairman or President of Council as required.
(Clause –4) Notwithstanding anything contained in the Constitution and any other law, the Chairman of the Council may also dissolve The Council of Inter-Governmental Relations in his discretion at any time to reconstitute the council.
(Clause –5) In case of need and by decision of the World Chairman, the constitution authorizes the creation of international legal entities or agencies as required by the Council to meet its goals. The Council consists as follows:

CONSTITUTIONAL ORDER NO: 2/2012


The following is the full text of the Constitutional order No.2 of 2012 promulgate by the World Chairman into the Constitution of the International Human Rights Commission as Article 25-C and known to be Establishment of Department of Foreign Affairs Order 2012, promulgated on 14th day of November, 2012, under the powers conferred by the Constitution of Commission under Article 25-A of the 2nd Amendment of 1999.
ARTICLE 25-C
ESTABLISHMENT OF DEPARTMENT OF FOREIGN AFFAIRS
(Clause 1) The Department of Foreign Affairs shall consist of Foreign Minister as the Executive Head of department and responsible to achieve the goals of manifesto and establish the diplomatic relations with the International Organization and states under the direct supervision of the World Chairman. The Minister of Foreign Affairs will be assisted by the three (3) Deputy Foreign Ministers as the Heads of International Cooperation, Diplomatic Crops and Internal Affairs and additional Eleven (11) Assistant Ministers of Foreign Affairs as Heads of geographic offices/ directorates.

(Clause 2) The Department of Foreign Affairs of the Commission is responsible for the dialogues and negotiations with the States, Nations or Organizations as the Participating State or Member of the IHRC or Host Nation as the “Intergovernmental Organization”.

(Clause 3) Notwithstanding anything contained in the Constitution and any other law, Dr. Muhammad Shahid Amin Khan will appoint or terminate the Services of the Minister of Foreign Affairs and Deputy Ministers of Foreign Affairs in his discretion.

(Clause 4) Notwithstanding anything contained in the Constitution and any other law, the World Chairman will appoint the Ambassadors/Delegations of International Human Rights Commission into each country to represent the IHRC as the diplomatic representative on the advice of Minister of Foreign Affairs. The Diplomatic Crops will be established under the direct supervision of Department of Foreign Affairs of IHRC to ensure the bilateral relations with States and International Organizations.

ABOUT Department of Foreign Affairs of the International Human Rights Commission is established by the Constitutional order and responsible for the accreditation and appointments of all Diplomatic Staff of International Human Rights Commission as IGO.

Mission The main tasks of the DFA to assist and formulate the policies for the promotion and establish the diplomatic relations with the countries and organization interested working with the IHRC for enforcement of International Laws of Human Rights, ensuring the Peace treaties and building the Democratic institutions.

Department of Foreign Affairs of the International Human Rights Commission is established by the Constitutional order and responsible for the accreditation and appointments of all Diplomatic Staff of International Human Rights Commission as IGO.
Department of Foreign Affairs will be responsible to establish the relationship with the countries and International Organizations and appoint or designate the Ambassadors of IHRC along with all relevant staff. Description The Department of Foreign Affairs was created on November 14, 2012 through Constitutional Order of the World Chairman of International Human Rights Commission.

IHRC Chief will appoint first Minister of Foreign Affairs for International Human Rights Commission to lead the Department of Foreign Affairs as its Executive Head.
In effect, the DFA became the first IHRC Executive Department to be established following the proclamation of IHRC Status as IGO.

Realizing the need for international recognition to support the legitimacy of International Human Rights Commission as Inter-Governmental Organization, with the difficult task of establishing diplomatic relations with friendly countries and International Inter-Governmental Organizations.
The World Chairman issued Executive Order No.2/2012, which provided for the organization and operation of the DFA and the Foreign Service....
General Information The DFA has eleven principal offices. The geographic offices/ directorates manage political and economic relations in different regions and pursue IHRC interests in multilateral organizations, these include the following:

The International Human Rights Commission becomes the Intergovernmental Organization on 22nd November 2012 after the First Meeting of Intergovernmental Relations Council (IGRC) under the President-ship of the Excellency General ( R ) Email Lahoud Former President of Lebanon, in which IGRC passed its status to work as IGO.

The International Human Rights Commission have its diplomatic / Official representation in 42 Countries and more than 7500 members around the world and connected through the Face Book/ electronic mail, till March 2012, More than 2250 NGO’s from different countries linked and got membership of the Commission.

" To set up seminars and conferences on international issues of Human Rights, peace, democracy, education, health, child labor, women rights, against terrorism and narcotics or drugs trafficking.
" To reward those who are working for the mankind in their various of field of life.
" To provide awareness and educate the Nations, Governments, Leaders, Legislators, Diplomats and Human Rights Activists by its campaigns, seminars, conferences, news bulletins, reports and through media. International Human Rights Commission issues its annual report every year, where it highlights human rights violations and victimization of groups and individuals, and other matters concerning democracy, politics, extra-judicial killings, honour-killings, child labour and terrorism across the world.
" To uphold the United Nations principles and universal declaration of Human Rights passed on 10th December 1948, Islamic Declaration of Human Rights, and European Protocol & Conventions on Human Rights.
" To further develop cooperation in the field of Human Rights and World Peace within the member organizations.
" To provide legal and moral support from Commission to the victims of Human Rights violation all over the world.
" To undertake all other efforts that are likely to promote the aims & objectives of the Commission.

Department of Foreign is happy to announce that World Chairman of International Human Rights Commission Ambassador-Shahid Amin Khan nominated the Highest IHRC Award "International Award for Freedom of Expression & Interfaith Harmony 2014" to Ambassador at Large for Scandinavian Countries H. E. Nasim Malik.

We take great honour and privilege in commending Nasim Ahmed Malik, IHRC Ambassador at Large in Scandinavian Countries and Coordinator for Freedom of Expression, Religion and Solidarity in Europe. a veteran Humanitarian activist in Europe, Asia and rest of the world particularly serving various Nations, Societies, Faiths and Cultures.

His achievements and services in the field of Freedom of Expression, Religion, Human Rights, Peace and Solidarity have been remarkable and deserve the highest recognition. It is therefore a Great honour for IHRC to nominate Nasim Malik for the highest prestigious award.

The World Chairman International Human Rights Commission (IHRC) Ambassador-Shahid Amin Khan will present him this award in his coming Visit to Sweden.

Its pleasure for us to announce that Ambassador Nasim Malik is the new "Senior Vice President" of The Council of Inter-faith Harmony of IHRC. IHRC PAID TRIBUTE SHAHEED ATIZAZ HASAN WITH “INTERNATIONAL BRAVERY AWARD”.

 

IHRC CHIEF PRESENTED THE AWARD TO MUJAHID ALI FATHER OF YOUNG HERO OF PAKISTAN AT HANGU. January 12, 2014

 

 

World Chairman of International Human Rights Commission Ambassador-Shahid Amin Khan presented the Highest IHRC Bravery Award to Mr. Mujahid Ali Bangash father of Shaheed Aitizaz Hassan, who foiled the suicide attack on a school in Hangu District. The International Human Rights Commission (IHRC) on January 12 had bestowed a global bravery award on Shaheed Atizaz Hassan.

The award was presented to Aitzaz’s father Mujahid Ali Bangash by the Ambassador Dr. Muhammad Shahid Amin Khan, Chief of the International Human Rights Commission, when he visited the home of martyred and condoled to his father.

Aitizaz Hassan, 15, stopped a suicide bomber when he was attempting to enter the government high school in Ibrahimzai where around 800 students were studying. As a result the bomber exploded his vest, killing himself and martyring Hassan in the incident. His sacrifice is bigger than Malala’s. What happened to Malala and her friends in Swat was against their will, where as Hassan willfully embraced martyrdom.

He stopped a “suspicious person” near the school and tried to stop him by throwing stones in his direction. When that didn’t work he held down the bomber to keep him away from the school. It would have been easier for Hassan to save his life and let the bomber go. It must have been a split second decision when he preferred the lives of students studying their over his own.

It is a great example of bravery and velour which should be appreciated on all platforms whether regional, provincial or national. The suicide bomber blew himself outside the school gate along with Shaheed Atizaz Hassan who succumb his life in hospital. No one else was wounded or killed in the incident.

“This young brave boy opened the eyes of whole Islamic Ummah and Pakistani Nation that they should not just look to their families; they should also protect and care the other families. He made ashamed by scarifying his life for hundreds of mothers by protecting their kids to all those people who are just sitting in air conditioned rooms and keeping themselves hide” Said IHRC Chief during the talks to press.

In the Delegation of IHRC World Chairman, his family Mrs. Asra Khan and his youngest daughter Ms. Arsa Shahid Khan, Majid Khan (Director General Headquarters), Mr. Arshad Aziz Qureshi(Director General Foreign Affairs), Pir Fazle Hakiem Khan (Director General Operations for KPK), Ms. Nadia Zafar Zafar Zafar Director for Intl. Institute for Human Rights Studies and Mr. Fayyaz Hussain Bangash were presented as IHRC Representatives.

The conferring of this Bravery Award on Aitizaz Hassan is his due right, which awarded to his family on 12th of January, 2014 when IHRC Chief, his family and IHRC delegation visited his family at Hangu. IHRC Chairman Amb Dr-Shahid Amin Khan announced big Shuhada Package for his siblings and job for his brother.
