The INTERPOL Center USA (ICA) operates as a specialized Civil & Police Protection Division administered and supervised by the International Human Rights Commission (IHRC Corporation).

Its mission is to enhance transnational cooperation in humanitarian law enforcement, civil protection, and crisis response.

Members who wish to join INTERPOL Center USA as Chaplains must fulfill all eligibility criteria and provide the required documentation as outlined by the Headquarters.

The Chaplain of INTERPOL Center USA (ICA) is an officially recognized Humanitarian Mediator and Civil Peace Officer, serving under international protection.
Chaplains act under the authority of the Peacemaker Force Department, within the Law Formation structure of ICA, supporting diplomatic, humanitarian, and law enforcement operations. They serve as a vital bridge between civil society, security institutions, and international organizations.

Their mission is to protect life, dignity, and human rights, while offering moral, spiritual, and emotional support to members of the police, military, and civil populations affected by conflict, displacement, or humanitarian crisis.

In addition, Chaplains actively participate in rescue operations, assist in missing persons investigations, and provide ongoing support to families impacted by tragedy, violence, or war.

Each Chaplain is issued an official INTERPOL Center USA (ICA) Identification Card (ID) and a distinctive ICA Chaplain Badge, certifying their legal and humanitarian status under international law — including the Geneva and Vienna Conventions and the UN Legal Bulletin (1999).

How to Become a Chaplain – INTERPOL Center USA (ICA)

Required Documents

Applicants are required to prepare and submit the following documents:

1. Certificate of No Criminal Record – issued by an authorized national authority (valid within the last 6 months).

2. Copy of Passport or National ID – for verification purposes only.

3. Curriculum Vitae (CV) – outlining professional, humanitarian, or clerical experience.

4. Two (2) electronic biometric photographs – for identification and personalization of IPC USA credentials.

• File format: JPEG or PNG

• Minimum resolution: 600 × 600 pixels

• Background: plain light color (white or light gray)

• The face must be fully visible, facing forward, with no head covering (except for religious reasons)

• Neutral facial expression, eyes open, mouth closed

• Photo must have been taken within the last 6 months

• GDPR Consent Form – mandatory for citizens of the European Union, included in the online application form.

• Additional supporting documents – as specified in the application form (e.g., letters of recommendation, training certificates, confirmation of humanitarian missions).

Next Steps

After submission, all documents will be reviewed by the Administrative Department of Civil & Police Protection Division and then forwarded for approval by the General Staff of INTERPOL Center USA (ICA).

Once approved, the applicant will receive the official Membership and Service Contract, which must be signed and returned to complete the final registration in the ICA system.

Identification Card (ID Card – TD1, ICAO Doc 9303)

The official INTERPOL Center USA (ICA) Identification Card is produced in accordance with the TD1 format (ICAO Doc 9303) and serves as the formal credential confirming the status of an ICA officer or Chaplain.

At present, the card is non-biometric, however it is technically prepared for future integration of a biometric chip (contactless or hybrid) in compliance with ICAO Doc 9303, ISO/IEC 14443, and ISO/IEC 7816 standards.

Badge B – Chain and clip type (worn):

Ceremonial or operational badge for visual field identification,
Cast metal with 3D relief and enamel details,
Includes neck chain and service clip for quick deployment,
Used according to the Peacemaker Force Department Standard Operating Procedures (SOP).

Security Clause and Verification

All identification documents and badges issued by INTERPOL Center USA (ICA) are digitally encrypted, holographically secured, and laminated with OVD protective film, ensuring document durability, authenticity, and protection against counterfeiting.

Each ID card contains an encrypted QR code enabling direct authenticity verification via the official INTERPOL Center USA verification portal, without public disclosure of personal data.

The system architecture allows for future biometric chip integration to enhance identity authentication, while maintaining compliance with international data protection and security standards.

Membership and Contribution Policy

💠 Annual Membership Contribution (minimum): 500 USD
💠 Voluntary Donation (optional): at the discretion and goodwill of each member

If an annual report is not approved, or if no humanitarian activity has been recorded during the year, a special contribution equal to double the annual membership fee will be applied.
These funds are fully dedicated to supporting active Chaplains participating in peacekeeping and humanitarian operations under the INTERPOL Center USA (ICA)

All payments — both mandatory and voluntary — are processed exclusively through the official financial system of IPC USA / IHRC Corporation, ensuring full transparency, documentation, and financial security.

Failure to submit the required report or to renew the membership contribution within the prescribed period may result in temporary suspension of the Chaplain’s license and restricted access to the Peacemaker Force Department system.

Chaplain License Terms

The Chaplain License of the INTERPOL Center USA (ICA) is granted for a period of one (1) year.
Its validity depends on the Chaplain’s active participation in humanitarian service and adherence to the ethical and operational standards of the IPC USA Chaplain Corps.

To maintain and renew the license, each member must:

Submit an annual humanitarian activity report at the end of each year, detailing official or voluntary participation in IPC USA or partner humanitarian and peace programs.
Obtain approval of the report by the General Staff of the INTERPOL Center USA (ICA).
Contribute the annual membership fee of 500 USD as defined by the current program regulations.
