Who is an IHRC Chaplain?An IHRC Chaplain is a recognized member of the INTERPOL Center USA serving as a peace officer, humanitarian representative, and spiritual support provider, regardless of religion or denomination.
Chaplains:
- Hold official IHRC-issued identification cards and chaplain badges.
- Are protected under Geneva and Vienna Conventions and the UN Legal Bulletin (1999), ensuring their legal status in all circumstances.
- Operate in military, police, medical, and humanitarian environments to safeguard human rights and provide emotional, moral, and spiritual assistance to all in need.
- Report to IHRC regional commanders and act under the authority of the Chief Chaplain, appointed by the IHRC Board.
- Cooperate with governments, international organizations, and humanitarian agencies during peacekeeping and crisis-response missions.
IHRC Chaplains are neutral, independent, and non-combatant personnel, focused on protection of life, dignity, and human rights in conflict zones, disaster areas, and during humanitarian operations.

7.01. STATUS OF CHAPLAINS
1. IHRC Corporation recognizes the role of chaplains in legal and police formations as an integral part of its structure.
2. IHRC Corporation issues identification cards and chaplain badges.
3. Chaplains operate under UN conventions protecting chaplains, ensuring their legal status and
protection in all circumstances:
a) Geneva Conventions (1864, 1906, 1929, and 1949)
b) Vienna Conventions (1961, 1963, 1975, and 1986)
c) UN Legal Bulletin (1999)
4. Chaplains serve as members of the IHRC Diplomatic Corps and peace officers, ensuring human rights protection and
carrying out humanitarian missions under IHRC Corporation.
7.02. STRUCTURE AND COMMAND
1. The Chief Chaplain of IHRC is appointed by the Board.
2. The Chief Chaplain holds full authority
over chaplain formations and coordinates their activities within international peacekeeping and humanitarian operations.
3 The chaplaincy structure includes:
a) Military Chaplains
b) Police Chaplains
c) Medical Chaplains
d) Humanitarian Chaplains
4 Chaplains report to designated regional commanders responsible for their operations in various sectors.
5. IHRC Chaplains cooperate closely with government agencies, international organizations, and other entities engaged in human rights protection and humanitarian aid.
