International Human Rights Commission sent a request to the Ambassador Extraordinary and Plenipotentiary of Serbia to Ukraine, Mr. Rade Bulatovic with requested to give a legal assessment of the actions of the Serbian citizens, who as foreign mercenaries involved in the fighting with the terrorist organizations in eastern Ukraine.

Dear Mr. Ambassador!


Recently, according to eyewitnesses from eastern Ukraine and in the media and video hit the internet, there were facts presence in eastern Ukraine, terrorists including Serb civilians in the detachment of mercenaries "Jovan Shevich" of 30 people under the command of Bratislava Zivkovic, who recently joined another group of 205 terrorists from the citizens of Serbia.
Most often in the video on the Internet appears Serbian mercenary with the callsign "Deki" from city Vojvodina, Serbia, and which is a sniper in squad of militants - terrorists, who heads the terrorist with the callsign "Motorola". Other Serbian mercenaries involved in the fighting on the side of the so-called "DNR" and "LNR", which today are recognized terrorist organizations and participants are equated with war criminals.
July 17 militants "DNR" committed an act of terrorism an international scale, the terrorists shot down by a missile Boeing of Malaysian Airlines with 300 passengers on board
According to international law - the Convention on the Suppression of Terrorism of 1977, if the organization or armed groups recognized as terrorist on the international level, it makes members of these organizations war criminals.
Violation of international law will have an aftermath and we will make an effort to ensure that any person has committed a violation of international law in Ukraine, including war crimes, has been brought to justice, no matter from what country he.
We hope that the international community will attract terrorists and mercenaries accountable, including through the International Criminal Court in The Hague, which is effective for these groups.
All governments that may have an impact on the separatists in Ukraine should apply this influence and we appeal to you to give a legal assessment of the actions of citizens of your country who as foreign mercenaries involved in the fighting on the side of terrorist organizations in eastern Ukraine.
We ask also, the position of the Government of Serbia on these facts and the actions undertaken by the Government of Serbia to prevent further participation of Serbian citizens in the military conflict in Ukraine as mercenaries on the side of terrorist organizations.
