Mandate to Represent IHRC Corporation in Ukraine for Non-Protocol, Humanitarian, and Security Matters
The Management Board of the International Human Rights Commission IHRC Corporation hereby grants the following official mandate:
Mr. Petro Budzhak,
is hereby appointed and authorized to act as the
Intergovernmental Advisor for Ukraine
within the structure of the International Human Rights Commission IHRC Corporation.
Scope of the Mandate:
The mandate holder is empowered to:
  • conduct non-protocol and mediatory     discussions with representatives of the Government of Ukraine,     regional administrations, and security institutions;
  • represent IHRC Corporation in matters     concerning civil, humanitarian, and infrastructure security;
  • initiate, support, and coordinate humanitarian     actions and relief operations across Ukraine, including     conflict-affected regions;
  • cooperate with governmental,     non-governmental, and international organizations in the field of     humanitarian assistance;
  • attend consultative and coordination     meetings regarding civil protection and humanitarian activities;
  • submit field reports and assessments to     the IHRC Corporation Board on humanitarian and security-related issues;
  • act as an observer and mediator in cases     requiring humanitarian or diplomatic intervention.
Limitations and Conditions:
  • The mandate holder is not authorized to     enter into any financial, legal, or binding commitments on behalf of IHRC     Corporation without prior written approval from the IHRC Board.
  • The mandate holder is prohibited from     issuing sub-mandates, signing contracts, invitations, or formal documents     without the written consent of the Secretary-General.
  • All actions beyond coordination or     representation require explicit written authorization from the IHRC     Headquarters.
  • The mandate holder must maintain     confidentiality in all matters related to this assignment.
  • IHRC Corporation shall bear no     responsibility for any unauthorized actions or statements.
  • All activities under this mandate must be     conducted in accordance with IHRC’s Humanitarian Charter, the Geneva     and Vienna Conventions, and principles of international     humanitarian law.
